Human Resource & Administration Officer

Job Description

Key Responsibilities

Recruitment, Onboarding & Exit Management

  • Coordinate recruitment processes including advertising, shortlisting, scheduling interviews, and reference checks.
  • Prepare offer letters, contracts, and ensure proper onboarding and induction for new hires.
  • Maintain up-to-date employee files and probation tracking.
  • Coordinate staff exits including clearance, exit interviews, and computation of final dues.

Employee Relations & Welfare

  • Support in implementation of employee engagement programs and welfare activities.
  • Handle staff queries and grievances in a timely, confidential, and professional manner.
  • Support the administration of the Club’s welfare benefits, insurance, and leave management systems.
  • Maintain harmonious industrial relations and assist in union correspondence and CBA administration.

Performance Management

  • Support implementation and tracking of departmental KPIs and staff performance appraisals.
  • Maintain performance records and generate reports for management review.
  • Identify performance gaps and recommend training or coaching interventions.

HR Administration & Compliance

  • Ensure compliance with employment laws, statutory returns (NSSF, NHIF, PAYE, HELB), and internal policies.
  • Maintain accurate HR data including staff registers, leave records, and disciplinary files.
  • Prepare monthly HR reports, headcount updates, and analytics for management review.
  • Support policy implementation and adherence across departments

Training & Development

  • Identify training needs and coordinate internal and external training sessions.
  • Maintain training calendars, attendance, and evaluation records.
  • Liaise with the HR Manager to ensure continuous professional development for all staff.

Disciplinary & Grievance Management

  • Provide administrative support during disciplinary hearings including documentation, communication, and record-keeping.
  • Monitor compliance with disciplinary procedures and outcomes.
  • Ensure proper filing of warnings, PIPs, and related correspondence.

HR Systems & Record Management

  • Update and maintain HR databases and personnel files (digital and physical).
  • Support automation and digitization of HR processes.
  • Ensure confidentiality and integrity of employee information.

Human Resource and Administration Manager

Job Description

A. Human Resource Strategy & Planning

  • Translate the Club strategic plan into an annual HR & Administration plan with clear objectives, KPIs and budgets.
  • Develop and implement HR strategies that support membership growth, service excellence and cost optimisation.
  • Prepare and manage the HR & Admin budget and ensure adherence within ±5% variance.

B. Performance Management (Performance Drive)

  • Lead the implementation and continuous improvement of the performance management system.
  • Ensure 100% of staff have SMART goals set and cascaded from the Club strategy within the defined timelines.
  • Coordinate bi annual and annual performance reviews, ensuring ≥95% on-time completion.
  • Coach line managers on objective goal-setting, feedback and performance conversations.
  • Monitor performance trends and recommend performance improvement plans, rewards and recognition.

C. Culture, Engagement & Employee Relations (Culture Spark)

  • Drive initiatives that strengthen a positive, member-focused, service culture, including staff forums and recognition programmes.
  • Coordinate staff engagement surveys, analyse results and facilitate action plans with HODs.
  • Manage employee relations, including discipline, grievances and conflict resolution, ensuring fairness and compliance with labour laws and Club policies.
  • Maintain strong working relationships with union bodies, labour office and HR advisory bodies.

D. Talent Management, Learning & Development (Workforce Boost / Leadership Fusion)

  • Coordinate manpower planning and recruitment to ensure the Club has the right people in the right roles, at the right time.
  • Oversee end-to-end recruitment, onboarding and induction processes, targeting time-to-fill vacancies within agreed timelines.
  • Lead training needs analysis, prepare an annual training calendar and ensure its execution within budget.
  • Establish and maintain succession plans for critical roles and champion coaching and mentoring initiatives.

E. HR Operations & Compliance

  • Ensure accurate, up-to-date HR records (both digital and physical) for all staff, including contracts, appraisals, training and disciplinary records.
  • Oversee payroll interface from HR to Finance, ensuring accurate data on new hires, exits, changes and benefits.
  • Ensure compliance with the Employment Act, labour laws, occupational health and safety regulations and internal policies.

F. Administration & Front Office

  • Oversee general administration services ensuring efficiency and cost-effectiveness.
  • Provide oversight to front office/reception to ensure professional, courteous and efficient service to members and visitors.
  • Supervise Housekeeping ensuring they have adequate staffing and support.

G. Leadership, Supervision & Reporting

  • Provide visible leadership and direction to HR & Admin team members
  • Set clear performance objectives for direct reports and conduct regular performance reviews and coaching.
  • Prepare and present monthly and quarterly HR reports to the GM and relevant Board Committees, covering KPIs, risks and key initiatives.
  • Promote a culture of accountability, continuous improvement and results orientation.
  • Communicate effectively and have management responsibility for all staff.

  • Drive continuous improvement through surveys, service reviews, complaint tracking, maintenance plans, health and safety standards and capital works.

People leadership

  • Lead, develop and hold accountable a multidisciplinary senior management team.

  • Oversee risk, insurance, regulatory compliance, health and safety, licensing, data protection and business continuity.
  • Ensure effective security, incident investigation, emergency preparedness and liaison with legal advisers.
